“As part of the U.S.-Japan Security Alliance and as demonstrated by President Donald J. Trump， Secretary of State Mike Pompeo， Attorney General William Barr， and Acting Secretary of Homeland Security Kevin K. McAleenan's June 4， 2019 meeting with their Japanese counterparts at the U.S. Department of Justice in Washington， D.C．the United States Government confirmed today that it will reinstate the visa exemption agreement between the United States and Japan for short-term business visitors from both countries．
This change is effective immediately without the need to implement any new procedures or forms for travelers．”

我的建议是找一位英文好的朋友帮你看一些基本的文档，然后你可以自己试一下如何操作。 如果一切顺利，在日华人应该都会收到邮件，通知他们可以开始申请EAD卡了。 我个人猜测的流程是这样的： EAD卡(工卡)到手后→去办理一个visa或者master card储蓄卡，然后开通网上银行功能以便日后交税→到tax office登记并准备资料→报税(大概一年一次) →找工作
