Submitted – The information you provided on form ITD 5645， “Application to Enter or Remain in Canada” and any required supporting documents have been received by Immigration， Refugees and Citizenship Canada (IRCC)， at our Visa Office， in Ottawa ON K1A 0G3. You can now be considered for a decision on your application．You may also begin service provider selection before a visa/permit is issued to ensure that your arrival in Canada will be smooth and efficient．For more details， visit Selection of a Service Provider.
Pending Assessment－ IRCC officers are currently assessing your application based on its merit according to Canadian law and immigration policy. This includes an assessment as it relates to eligibility criteria， admissibility factors and security screening requirements.
Referred Back to the Case Processing Centre in Toronto， Ontario For Processing – When there's additional information needed from the source country office concerning cases referred back to the CPC for processing; after a decision which resulted from IRCC's review of previous decisions is sent out. In addition， some cases with certain types of applications are automatically re-examined when new operational policies come into effect；or when new administrative practices and technologies become available．See Changes in Operations.
Under Review By a Senior Officer－ IRCC officials who meet certain qualifications may make a pre-decisional review of cases where issues of significant public importance arise. These reviews result in a written recommendation to Director General， Immigration and Refugee Division. If accepted， these recommendations change official policies or instructions to staff.
